I learned this from studying Waldorf Education's philosophy on children and art.
Give your young child only two colors to paint with at a time, preferably primary colors. This way, they don't end up with a paper covered with gray-ish brown muck from mixing too many colors together. Also, they can learn in a very real way that, for example, yellow and blue make green--because they've made it happen on their very own paper.
When the child has had plenty of experience painting with two colors, then you can make it three. When they are so young, you want them to focus on the process, and on the enjoyment of color, not on trying to paint something realistic-looking.
